PCB
PCB is an interactive printed circuit board editor for the X11 window system. PCB includes a rats nest feature, design rule checking, and can provide industry standard RS-274-X (Gerber), NC drill, and centroid data (X-Y data) output for use in the board fabrication and assembly process. PCB offers high end features such as an autorouter and trace optimizer which can tremendously reduce layout time.

PCB 3.0
PCB 3.0 is a branch of the source code modified to operate under the Tcl/Tk interpreter. Most of the coding for PCB 3.0 was done at MultiGiG, Inc., Scotts Valley, California, by Tim Edwards, Paramesh Santanam, and (working from India, courtesy of SynApps, Inc.), Nishit Patel. The code base is a departure from the original PCB in that a complete Tcl command-line API was concocted for PCB, and the GUI re-written as a Tk script. For the first cut (version 3.0), a fair bit of effort went to ensuring that the GUI looks and acts as much like the original Xlib-based version.

criteria
I do not understand what was the criteria based on which you described the very few packages in this article. In reality there are many more packages, and you left out some of the major ones (pads, Altium (former Protel), Orcad etc).
The ones listed also do not seem to be freely available or open source. Anyway, it is a good addition to my knowledge, out of the ones you mentioned I am only familiar with CadStar.
One good package I am trying to familiarize myself with is KiCAD, free and open source. We even had an article about it here on emcelettronica:
